Vietnam - Circular No. 29/2025/TT-BKHCN  The List of Products and Goods under MST Management

Further to Alphabet’s newsletter issued on 22th October 2025, the Ministry of Science and Technology (MST) of Vietnam published Circular No. 29/2025/TT-BKHCN on 13th November 2025, stipulating the list of products and goods that are likely to cause insecurity under the management of MST. The new Circular will take effect on 31st December 2025 and replace the existing Circular No. 02/2024/TT-BTTTT. Main changes are as below:

1.   Update and synchronize 3 newly promulgated standards(QCVNs) issued in 2024.

    - From 1st July 2026, mobile phones must be tested under QCVN 134:2024/BTTTT;

- From 1st July 2027, DECT phones, laptops, tablets must be tested under QCVN 134:2024/BTTTT.

2.   Add WiFi 6E, WiFi7 devices (5925 MHz - 6425 MHz) and applicable standards of QCVN 47:2015/BTTTT and QCVN 96:2015/BTTTT.

3.   Starting from 1st July 2025, testing under extreme conditions will no longer be mandatory for QCVN 55:2023/BTTTT standard (applicable to NFC, RFID, and SRD).

4.   From 1st July 2025 to 15th December 2026, testing under extreme conditions is required for QCVN 54:2020/BTTTT standard (applicable to Wi-Fi 2.4 GHz) and QCVN 65:2023/BTTTT standard (applicableto Wi-Fi 5 GHz).

5.   SDoC will be required for battery safety under item 2.6 of QCVN 101:2020/BTTTT.

6.   Surveillance camera equipment using Internetprotocol have been removed from the mandatory type approval certification list.
