Liberia - Public Consultation – IMEI Registry Regulations

On 2nd March 2026, Liberia Telecommunications Authority (LTA) issued a public consultation to seek comments on the proposed draft Regulations Establishing the International Mobile Equipment Identity (IMEI) Registry.


LTA will be establishing a Central Identification Registry (CIR) to store the device IMEI numbers and related information, enabling centralized management and consumer access to device information. Vendors shall upload below information to the CIR: equipment IMEI, equipment type, product name, brand, model number, model name, serial number, vendor tax identification number (TIN), telecommunications equipment dealership license number and customs declarations/receipts relating to the telecommunications equipment. One-time fee payment shall be required for the registration of all IMEIs.


Obligations of vendors are as following:

1.     Declare to LTA the IMEIs of all imported telecommunications equipment along with customs payment receipts.

2.     Verify and ensure that IMEI of telecommunications equipment declared are registered with the CIR prior to sale.

3.     Ensure that their telecommunications equipment is type-approved by the LTA before being imported into Liberia.

4.     Retain records of telecommunications equipment sold for a minimum of two years.
