Vietnam - Public Consultation on Updated Draft List of Medium- and High-Risk Products and Goods

Further to Alphabet Newsletter issued on 12th May 2026, the Ministry of Science and Technology of Vietnam (MST) released a public consultation on 15th June regarding the updated Draft Circular issuing the List of Medium- and High-risk Products and Goods, which has been revised based on the comments received after its initial publication.

Key points are as below:

1.       Reclassifies following products into the medium-risk product category: terrestrial mobile communication terminal, 5G mobile communication terminal, UWB data transmission device, wireless audio equipmentand general-purpose short-range radio transmitter and receiver.

2.       Adds Note (12) clarifying that products integrating high-risk radio functions into medium-risk radio products will be managed as medium-risk products. However, both the host product and the integrated components, parts, or radio functions remain subject to the applicable QCVNrequirements and conformity assessment procedures.

3.       Adds the term “importing” to Article 2, Clause 1:

“This circular applies to organizationsand individuals producing, importing, and trading products and goods includedin the List of Medium- and High-risk Products and Goods within the territory of Vietnam.”
