Vietnam - List of Medium- and High-Risk Products and Goods Takes EffectFurther to Alphabet Newsletter issued on 17th June 2026, the Ministry of Science and Technology of Vietnam (MST) published Circular No. 36/2026/TT-BKHCN together with the annex specifying the list ofmedium- and high-risk products. This Circular officially entered into force on1st July 2026, upon which Circular No. 29/2025/TT-BKHCN was repealed.
Key points are as following: 1. MST classifies all regulated products intohigh-risk and medium-risk categories. These include, but are not limited to,radio communication equipment, lithium batteries for portable devices,household electrical appliances, children’s toys, LED lighting equipment, andproducts related to radioactive materials. The specific product classificationis subject to the official product lists. 2. According to this Circular, the following key technical standards will take effect on 1st January 2027: · QCVN134:2024/BTTTT on SAR requirements for mobile phones, tablets, laptops, and DECT phones (Postponed from 1st July 2026 to 1st January 2027) · QCVN86:2025/BKHCN on EMC requirements for mobile communication terminals (To replace QCVN 86:2019/BTTTT) · QCVN136:2025/BKHCN on RF requirements for Wi-Fi 6 GHz equipment 3. Certificates issued before the effective date of Circular 36 will remain valid until their expiry dates, and the surveillance requirements applicable at the time of issuance will continue to apply. Applications submitted before the effective date may continue to be processed in accordance with the previous regulations.
